Ibn Hizam reported,

He passed by some non-Muslim subjects who had been made to stand in the sun in Sham and asked, "What is the matter with these people?"The reply came, "They still owe some of the land tax."He said, "I bear witness that I heard the Messenger of Allah ﷺ say, 'Allah will punish on the Day of Resurrection those who punish people in this world.'"The governor of the people at that time was Umayr bin Saad, who was in charge of Palestine. He went in to see him and told him what he had heard, and Umayr released them.

حدثنا وكيع حدثنا هشام بن عروة عن أبيه

أنه مر بأناس من أهل الذمة قد أقيموا في الشمس بالشام فقال ما هؤلاء قالوا بقي عليهم شيء من الخراج فقال إني أشهد أني سمعت رسول الله ﷺ يقول إن الله عز وجل يعذب يوم القيامة الذين يعذبون الناس قال وأمير الناس يومئذ عمير بن سعد على فلسطين قال فدخل عليه فحدثه فخلى سبيلهم
