The Messenger of Allah ﷺ prayed at Mina as two rakahs, and Abu Bakr prayed it at Mina as two rakahs, and Umar prayed it at Mina as two rakahs, and Uthman bin Affan prayed it at Mina as two rakahs for four years, then he completed it afterward.
