The Messenger of Allah ﷺ and his companions arrived in Mecca having entered ihram for both Hajj and Umrah. After they had performed tawaf around the Kabah and saiy between Safa and Marwa, the Messenger of Allah ﷺ commanded them to convert their pilgrimage into an Umrah and to exit ihram. The people were hesitant about this, so the Messenger of Allah ﷺ said, "Had I not brought along the sacrificial animal, I would have exited ihram myself."So the people exited ihram and performed it as a tamattu pilgrimage.
حدثنا روح حدثنا أشعث عن الحسن
أن رسول الله ﷺ وأصحابه قدموا مكة وقد لبوا بحج وعمرة فأمرهم رسول الله ﷺ بعدما طافوا بالبيت وسعوا بين الصفا والمروة أن يجعلوها عمرة وأن يحلوا وكان القوم هابوا ذلك فقال رسول الله ﷺ لولا أني سقت هديا لأحللت فأحل القوم وتمتعوا

Its isnad is sahih. Ashath is Ibn Abdul-Malik Humrani, the trustworthy jurist, and the hadith has already appeared at 11649.
