The Prophet ﷺ said, "Begging is not lawful except for three people, one stricken by crushing poverty, one burdened by a devastating debt, or one liable for a painful blood-payment."
حدثنا عبد الصمد حدثنا عبيد الله بن شميط قال سمعت عبد الله الحنفي يحدث أنه
عن النبي ﷺ أنه قال إن المسألة لا تحل إلا لثلاثة لذي فقر مدقع أو لذي غرم مفظع أو لذي دم موجع
Its chain of transmission is hasan, because of Abdullah Hanafi Abu Bakr, whom some considered unknown while many others accepted him, and his hadith appears in the Four Books. The hadith was narrated by Tayalisi (836, Minhah), and by Bayhaqi (7/23, in the chapter on charity), there is no fixed time for what is given to the poor, and Haythami graded it hasan in al-Majma (4/84).
