The Messenger of Allah ﷺ forbade fasting on two days, the day of Fitr and the day of Adha, and he forbade two manners of dress, the Samma and a man wrapping himself in a single garment while sitting with his knees drawn up, and he forbade prayer at two times, after the dawn prayer and after the afternoon prayer.
Its isnad is sahih. Amr bin Yahya is Ibn Saeed bin Al-Aas, and he and his father are both trustworthy. In T it reads "Amr ibn Yahya," which is an error. The hadith has already appeared at 10974.
