The Messenger of Allah ﷺ said, "There will come over you rulers toward whom hearts feel at ease and skin grows soft. Then there will come over you rulers from whom hearts recoil and skin shudders."A man asked, "Shall we fight them, Messenger of Allah?"He replied, "No, not as long as they establish the prayer."

قال رسول الله ﷺ يكون عليكم أمراء تطمئن إليهم القلوب وتلين لهم الجلود ثم يكون عليكم أمراء تشمئز منهم القلوب وتقشعر منهم الجلود فقال رجل أنقاتلهم يا رسول الله قال لا ما أقاموا الصلاة
Its isnad is daif because of Walid, the companion of Bahi.Abdul-Samad is Ibn Abdul-Warith, and Abdul-Warith is his father, who is Ibn Saeed. Affan is Ibn Muslim, and Muhammad bin Jahada is Awdi, and all of them are trustworthy. Bahi is Abdullah bin Yasar, the freed slave of Musab bin Zubayr, who is truthful but makes mistakes.Haythami mentioned it in Majmaa 5/218 and said, "Ahmad and Abu Yaala narrated it, and it contains Walid, the companion of Bahi, whom I do not know, but the rest of its men are trustworthy."The hadith, in similar wording, is found in Muslim 3/1481, number 1854, in the Book of Leadership, and in Ibn Abu Asim 2/512.
