Abu Hurairah reported,

Masudi reported, and I only know it as something he traced back to the Prophet ﷺ, who said, "Surplus water must not be withheld once it is no longer needed, nor must surplus pasture be withheld."

حدثنا يزيد أخبرنا المسعودي عن عمران بن عمير قال شكوت إلى عبيد الله بن عبد الله قوما منعوني ماء فقال سمعت

أبا هريرة قال

المسعودي ولا أعلمه إلا قد رفعه إلى النبي ﷺ قال لا يمنع فضل ماء بعد أن يستغنى عنه ولا فضل مرعى
