I heard Ibn Abbas say, I asked Uthman bin Affan, "What led you to place Surah Baraah, which belongs to the Mioon (chapters of around a hundred verses), together with Surah al-Anfal, which belongs to the Mathani, among the seven long surahs, without writing the line 'Bismillah ar-Rahman ar-Rahim' between them?"Uthman replied, "When verses were revealed to the Prophet ﷺ, he would call one of those who wrote for him and say, 'Place this verse in the surah in which such and such is mentioned.' A verse or two would be revealed to him, and he would give the same kind of instruction. Surah al-Anfal was among the first revealed to him in Medina, while Surah Baraah was among the last of what was revealed of the Quran, and its subject matter resembled that of al-Anfal. So I thought it was part of it. For that reason I placed it among the seven long surahs and did not write the line 'Bismillah ar-Rahman ar-Rahim' between them."
أخبرنا عمرو بن عون أخبرنا هشيم عن عوف
سمعت ابن عباس قال قلت لعثمان بن عفان ما حملكم أن عمدتم إلى براءة وهي من المئين وإلى الأنفال وهي من المثاني فجعلتموهما في السبع الطوال ولم تكتبوا بينهما سطر بسم الله الرحمن الرحيم قال عثمان كان النبي ﷺ مما تنزل عليه الآيات فيدعو بعض من كان يكتب له ويقول له ضع هذه الآية في السورة التي يذكر فيها كذا وكذا وتنزل عليه الآية والآيتان فيقول مثل ذلك وكانت الأنفال من أول ما أنزل عليه بالمدينة وكانت براءة من آخر ما نزل من القرآن وكانت قصتها شبيهة بقصتها فظننت أنها منها فمن هناك وضعتها في السبع الطوال ولم أكتب بينهما سطر بسم الله الرحمن الرحيم
