The Messenger of Allah ﷺ said, "The best form of jihad is a word of justice spoken before a tyrannical ruler or a tyrannical commander."
حدثنا محمد بن عبادة الواسطي حدثنا يزيد يعني ابن هارون أخبرنا إسرائيل حدثنا محمد بن جحادة عن عطية العوفي
قال رسول الله ﷺ أفضل الجهاد كلمة عدل عند سلطان جائر أو أمير جائر
[Hasan] Tirmidhi transmitted it, Fitan, chapter on the excellence of jihad being a word of justice before an unjust ruler, hadith 2174, and Ibn Majah, hadith 4011, from the hadith of Israil with this wording. Tirmidhi said, hasan gharib, but its chain is daif. The hadith has corroborating narrations in Ibn Majah, hadith 4012, and elsewhere.
