Umar bin Abdul-Aziz wrote to the people of Basra, "It has reached us from the Messenger of Allah ﷺ," and he mentioned something similar to the hadith of Ibn Umar from the Prophet ﷺ. He added, "The best way to estimate it is for us to say, when we sight the crescent of Shaban on such and such a day, then the fast, Allah willing, will begin on such and such a day, unless you sight the crescent before that."

كتب عمر بن عبد العزيز إلى أهل البصرة بلغنا عن رسول الله ﷺ نحو حديث ابن عمر عن النبي ﷺ زاد وإن أحسن ما يقدر له أنا إذا رأينا هلال شعبان لكذا وكذا فالصوم إن شاء الله لكذا وكذا إلا أن تروا الهلال قبل ذلك
