Regarding a man who married a woman, then died before consummating the marriage and without specifying her dowry, he ruled that she was entitled to the full dowry, that she must observe the waiting period, and that she would inherit from him.Maqil bin Sinan said, "I heard the Messenger of Allah ﷺ give the same ruling in the case of Birwa bint Washiq."

في رجل تزوج امرأة فمات عنها ولم يدخل بها ولم يفرض لها الصداق فقال لها الصداق كاملا وعليها العدة ولها الميراث فقال معقل بن سنان سمعت رسول الله ﷺ قضى به في بروع بنت واشق
[Sahih] Reported by Ibn Majah in the Book of Marriage, chapter "A man marries and does not set a dower for her, then dies in that state," hadith 1891, and Nasai, hadith 3358, from the hadith of Abdul-Rahman bin Mahdi, through him.
