Abdullah bin Amr bin As reported,

Shababa is a subtribe of Fahm. Hilal, one of the Banu Mutaan, came to the Messenger of Allah ﷺ with the tithe due on his bees, and he had asked him to set aside a protected valley for him called Salaba. So the Messenger of Allah ﷺ declared that valley protected for him. When Umar bin Khattab رضي الله عنه came to power, Sufyan bin Wahb wrote to Umar bin Khattab asking him about this matter.Umar رضي الله عنه wrote back, "If he pays you the tithe on his bees that he used to pay to the Messenger of Allah ﷺ, then keep Salaba protected for him. Otherwise, they are merely flies of the rain, and whoever wishes may take them."He said, one waterskin out of every ten.Sufyan bin Abdullah Thaqafi said that he used to keep two valleys protected for them, and he added, so they paid him what they used to pay to the Messenger of Allah ﷺ, and he kept their two valleys protected for them.
